Lincoln is referring to Senator James W. Nesmith (1820-1885) of Oregon. The President had just submitted a treaty before the Senate concerning the Klamath and Moduc tribes in Oregon. Senator Nesmith served as Superindent of Indian affairs for the Oregon and Washington Territories from 1857-1859 and was in the Senate from 1861-1867.
